- Did BSD and SSD really get abolished?
- Yes. On 28 February 2024 the Financial Secretary cancelled the Buyer's Stamp Duty (BSD), Special Stamp Duty (SSD) and the New Residential Stamp Duty with immediate effect. Only the Ad Valorem Duty (AVD) under Scale 2 remains for residential transactions.
- What changed in 2025?
- The 2025–26 Budget raised the AVD Scale 2 flat-HK$100 band from properties at or below HK$3,000,000 to those at or below HK$4,000,000, taking effect immediately on 26 February 2025. Brackets above HK$4M continue to use the published marginal-relief structure.
- Does my buyer status change the duty?
- Since the abolition of BSD and AVD Scale 1, residential AVD is the same regardless of whether you are a permanent resident, non-permanent resident, company or already own property. Always confirm your specific situation with a licensed solicitor.
- What other costs should I budget for?
